Be it enacted by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—
1. City Centre Car-free Zones
- The Department for Transport, in conjunction with local councils and authorities, shall create at least seven City Centre Car-free Zones throughout England by 2035, including but not limited to in the following urban centres:—
- Greater London
- Greater Manchester
- West Midlands
- West Yorkshire
- Liverpool
- Southampton
- Tyneside
- A person operating a motor vehicle inside a City Centre Car-free Zone is liable on summary conviction to a fine not exceeding level 3 on the standard scale, excepting the following classes of motor vehicles:—
- e-bikes,
- e-scooters,
- delivery services,
- buses, and
- personal mobility vehicles used by disabled persons.
2. Short title, commencement, and extent
- This Act may be cited as the Decarbonisation (Automobiles) Act 2022.
- This Act enters into force upon receiving royal assent.
- This Act extends to England.
