Be it enacted by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—
1 Referendum on the House of Lords
- A referendum shall be held concurrent with the next general election to ascertain whether it is the will of the people of the United Kingdom of Great Britain and Northern Ireland to abolish the House of Lords
- The question to be asked by the referendum shall be “Should the House of Lords be abolished?” with the available responses being “Yes” and “No”
- All individuals who are eligible to vote in the next general election shall also be eligible to vote in this referendum
- Citizens of the United Kingdom who are of sixteen or seventeen years of age shall also be eligible to vote in this referendum
- This referendum will be considered to have passed if more than half of all votes cast are cast for “Yes”
2 Suspension of appointments to the House of Lords
- Appointments to the House of Lords shall be suspended for a period of two weeks prior to the referendum outlined in Section 1
- Should the referendum outlined in Section 1 fail to pass, the suspension of appointments to the House of Lords shall be immediately lifted
3 Abolition of the House of Lords
- The House of Lords shall be immediately and permanently dissolved
- The House of Lords the Parliament of the United Kingdom shall be considered to be a unicameral body consisting only of the House of Commons
- All peerages and courtesy titles of members of the House of Lords shall be abolished and no longer granted formal recognition.
4 The Lords Chamber
- The Lords Chamber shall be preserved as a historical site
- The Lords Chamber shall be made open to the public for educational purposes
- The Lords Chamber may be used for state functions and civil ceremonies at the discretion of the Speaker of the House of Commons
- Examples of state functions and civil ceremonies include the State Opening of Parliament, addresses by foreign heads of state and other dignitaries, citizenship ceremonies, and other events as designated by the Speaker of the House of Commons.
5 Short title, commencement and extent
- This Act may be cited as the Parliament of the United Kingdom Act 2021
- Sections 1 and 2 shall come into force upon royal assent
- Section 3 shall only come into force one week following the conclusion of the referendum outlined in Section 1
- This Act extends to the entirety of the United Kingdom of Great Britain and Northern Ireland.
