Be it enacted by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

2022 November 9: As enacted

1 Support for Ukraine and her armed services

  1. HM Government will be obliged to provide adequate assistance to the Ukrainian Armed Forces, until such time as Russia ceases its aggression against the Ukraine.
  2. HM Government will be obliged to pledge at least £7 billion in combined military and political and humanitarian assistance to Ukraine by the conclusion of 2022, and at least the same amount in all the years the war may continue.
  3. HM Armed Forces may provide the Ukrainian Armed Forced with aid to-
    1. train recruits,
    2. operate anti-air and anti-air weaponry, and
    3. counter-intelligence training.
  4. The Prime Minister may notify the European Union of the United Kingdom's approval of Ukraine's ascension to the European Union.
  5. States, in law, that Britain remains fully committed to the NATO alliance and will support a Ukrainian bid for European Union membership.

2 Defense Commitments

  1. Defense spending will rise to 2.5% of GDP in 2022, 2.7% in 2023 and 3% in 2024 and onwards, until this act is so amended;
  2. HM Government shall present a report to Parliament every 3 months on the equipment stockpiles and the equipment storage capacity of HM Armed Forces.

3 Energy Support:

  1. VAT on energy and full shall be set at 0%.
  2. All claimants to universal credit will be entitled to full remuneration of the inflation of their energy bills from levels reached in Feb 2022.

4 Extent and Effect.

  1. This Act goes into law upon royal assent.
  2. This act applies to the whole United Kingdom.
  3. This Act may be cited as the Defence of the Realm Act 2022

1 Support for Ukraine and her armed services

  1. HM Government will be obliged to provide adequate assistance to the Ukrainian Armed Forces, until such time as Russia ceases its aggression against the Ukraine.
  2. HM Government will be obliged to pledge at least £7 billion in combined military and political and humanitarian assistance to Ukraine by the conclusion of 2022, and at least the same amount in all the years the war may continue;
  3. HM Government will be obliged, as much as possible, to help the Ukrainian armed forces to train recruits, especially in the operation of heavy anti-tank and anti-air weaponry, with the aim of exceeding the record set during Operation Orbital and training 15,000 recruits every 120 days by the close of the year;
  4. HM Government will be obliged to draw up plans for the reconstruction of Ukraine after the conclusion of hostilities;
  5. States, in law, that Britain remains fully committed to the NATO alliance and will support a Ukrainian bid for European Union membership.
  6. All Ukrainian refugees will have a right to settle and remain in Britain without the need of a VISA during the duration of the war, and right to remain after living in the United Kingdom for at least 3 months.

2 Defense Commitments

  1. Defense spending will rise to 2.5% of GDP in 2022, 2.7% in 2023 and 3% in 2024 and onwards, until this act is so amended;
  2. HM Government will undertake to increase the number of active troops in service in the UK armed forces to 150,000 by 2024.
  3. HM Government will be obliged to undertake any measures necessary to re-equip stockpiles in lieu of the Ukraine crisis and keep a close analysis of events posted to parliament.

3 Energy Support:

  1. VAT on energy bills or fuel will be reduced to zero at least until 2023, and be reviewed at the time of the budget, to relieve the pressure on energy support.
  2. £2bn will be made available for the construction of Liquified Natural Gas Termainls and the increase in storage capacity for imports of such goods from America, Norway and any other such partner to replace gas lost as a result of the war with the Russian Federation.
  3. All claimants to universal credit will be entitled to full remuneration of the inflation of their energy bills from levels reached in Feb 2022.

4 Extent and Effect.

  1. This Act goes into law upon royal assent.
  2. This act applies to the whole United Kingdom.
