Be it enacted by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:

1 Scope of Law

  1. This law will apply to those who commit mass-murder and/or offences done for a terrorist purpose.
  2. This law shall not apply when the name of the perpetrator would be in the public interest to disclose, for example due to an already high-profile
  3. The Home Secretary has the power to determine whether this law should apply to crimes or not under Section 1, but these decisions can be subject to Judicial Review
  4. Such details must still be revealed to the families of the victims and the perpetrator as well as to all lawyers, judges and jurors involved in trying a case afterwards.

2 Restrictions on the usage of names or publications by mass murderers

  1. If a crime is judged deemed to be eligible by the home secretary under Section 1, the usage of the name, face, or publications, on or offline, by the killer, is prohibited. Outlines of motives and circumstances of the crime cannot be covered under the ban.
  2. If newspapers publicise these details, allowing the figures’ works to be traceable, the IPSO is given power of enforcement to uphold complaints and demand revisions.
  3. Newspapers can appeal to the IPSO if they can demonstrate significant public interest in revealing the exact identity of the perpetrator.

3 Commencement and Extent:

  1. This Act Commences upon Royal Assent.
  2. This Act applies to the entire United Kingdom.
