Be it enacted by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:

1 Definitions

  1. “Undemocratic measures” shall refer to any physical act or strategy which serves as an attempt to undermine standard democratic norms.
  2. “Relevant authorities” shall refer to organisations which are legally permitted to carry out the orders of the Secretary of State for Foreign and Commonwealth Affairs

2 Powers of the Secretary of State for Foreign Affairs

  1. The Secretary of State for Foreign and Commonwealth Affairs is hereby granted power to issue monetary sanctions against organisations and states who attempt or conduct anti-democratic measures through relevant authorities.
  2. The Secretary of State for Foreign and Commonwealth Affairs is hereby granted power to freeze monetary assets within the United Kingdom of Great Britain and Northern Ireland and it’s sovereign territories overseas of organisations and states who attempt or conduct anti-democratic measures through relevant law enforcement authorities.
  3. The Secretary of State for Foreign and Commonwealth Affairs is hereby granted power to freeze physical assets within the United Kingdom of Great Britain and Northern Ireland and it’s sovereign territories overseas of organisations and states who attempt or conduct anti-democratic measures through relevant law enforcement authorities

3 Enactment and extent

  1. This Act applies to the entirety of the United Kingdom of Great Britain and Northern Ireland and it’s overseas territories.
  2. This Act can be cited as the Expansion of Powers (Foreign Affairs) Act 2020.
  3. This Act comes into force upon royal assent.
